Is this a governer ?

Cleaning and re jetting my carb today and I took pictures of a throttle stop screw that doesn't look like itll let my bike full throttle. Does it give a little more umph to the bike to get rid of it? It Almost looks/acts like a governer in my opinion.

All that is a stop screw, removing it will not do nothing for performance. If you removed it.... it may make the throttle slide move to far up and jam at wide opened throttle
