If I put a slip on pipe on my 08 450r will I need a jet kit
Yeah prolly. You can just pull the baffle out of your stock one too though, for the power you'll get from a slip on. Have you checked into the HRC kit?

yeah but I'm just going to get an air filter and full exhaust
yes you will def need to the bikes come leaner from the facotory every year
