450r 2005 question

I just got ATV which is very good condition and nothing wrong with it.. but when I ride it, I want to do some pump wheelings n some how its preventing me from it.. like when I press throttle to rev order to pump wheeling, it prevents me from doing that.. does it has government limit or something?
