What do you mean by new head? Were the valves and seals replaced?

his old one had a small crack in it so he had to get a new one, but it was smoking and using way to much oil before that

Typically when a lot of oil is consumed it means the rings have a bad seal, letting oil in the combustion chamber, hence the smoke. Check the piston rings!

As stated, it's probably the rings. I have seen rings pinched while installing the piston into the cylinder and that will cause severe smoking.

Does the head have new valve seals? That could also be an issue, but usually valves seals will not cause that much smoke.

Another vote for bad rings.
